The Town of Bow adopted the town manager form of government in 1989. Under the provisions of NH RSA 37, the town manager is responsible for the daily operation of all of the Town departments. The major department heads supervised by the town manager include community development and planning, assessing, code enforcement and building inspection, finance, police, fire and rescue, public works, and parks and recreation. The departments of the town clerk/tax collector and the treasurer are headed by elected officials.
The town manager is the hiring authority for all appointed Town employees and also serves as the contracting officer of the Town. The town manager is appointed to the position by the Board of Selectmen and reports directly to them.
The administrative assistant serves as secretary
to the Board of Selectmen and the town manager, and as the custodian of the Town personnel files and administrative records.
The Bow public schools and the Baker Free Library are independent of town hall, having their own elected governing boards and staff.
About the Town Manager:
David L. Stack has a Bachelor of Arts degree in Political Science from Keene State College and a Master of Public Administration from the University of New Hampshire. Mr. Stack is a member of the International City/County Management Association (ICMA) and also a member of the New Hampshire Municipal Management Association (NHMMA). Mr. Stack served as President of the NHMMA in 1999.
